The Board of Stevens County Commissioners met in regular session with all members present. Also present was Paul Kitzke, County Attorney and Amy Jo Tharp, County Clerk. Tron called the meeting to order. Pat moved to approve the minutes of the last meeting. Joe seconded. Motion carried. Pat moved to approve the county vouchers. Joe seconded. Motion carried. The County Clerk was instructed to draw warrants on the Treasurer chargeable to the various funds of the county for the following amounts:

The Foundation Board was discussed and Joe said they had paid out the appropriate amount of funds needed as per the county auditors request.
The commissioners asked how much debt was left to pay off the Pioneer Manor and the hospital air conditioning. Amy looked into the amounts and informed the commissioners she had some amounts but were unsure if they were correct. She said the interest at the bank for the loans were three point fifteen percent (3.15%).
Rodney Kelling came in and said he had nothing new to discuss. Pat asked Rodney how much it costs to service the emergency vehicles per year and Rodney said it is roughly $7,000.00 per year to get them serviced. Pat asked Rodney if it would be better to have some of the county employees to service the vehicles and Rodney said the only issue would be if it wasn’t done correctly it could be costly on the county. He said Road and Bridge charges him about the same amount to service the vehicles as well.
Rodney did tell the commissioners he would like to purchase a brush truck next year as well as a new emergency services pickup with encumbered funds from this year. The discussion was tabled for a later date.
Ron Honig with the 4-H came in to present the commissioners with the bid sheet for the roof on the 4-H building. Pat said it would be less costly to replace only the ruined insulation with new insulation instead of having all new or foam insulation installed. He said he is more worried about the leaks on the roof than the insulation. Ron said he would like to have all the tiles replaced so it would match and all be the same year.
After discussing the bid sheet for the 4-H roof, it was decided to get two (2) separate bids:
- Seal the roof with a product which has a thirty (30) year guarantee with fiberglass insulation and tiles.
- Seal the roof with a product which has a thirty (30) year guarantee with foam insulation and tiles.
The sealed bids will be opened on January 25, 2021 at 9:00 AM in the commissioner meeting room.
Tony Martin came in and said the road and bridge crew have been plowing snow over the weekend and cleaning dirt roads up. He said there is a Noxious weed test in Dodge City Wednesday and he is sending five (5) of the road and bridge personnel to take the test.
Tony said Phillip Willis has been unable to work a few days so he has put some of his employees into rotation at the landfill to help Koda with Saturdays. He said according the KDHE there will need to be a fence on the north side of the landfill to separate boundaries from the county and land owners. He said the fence doesn’t need to be barbed wire or specific.
Tony discussed replacing some equipment at road and bridge such as mowers and a forklift. He said the mowers are 2009 models and have worked really well but the upkeep is beginning to cost more than they are worth. He would like to trade two (2) for two (2). He said he would like a forklift because the skid steer is a bit difficult to get forks on it if needed and no one is around to help.
The commissioners and Tony said they will discuss pay wages for the employees after they have taken the Noxious Weed test and sometime into the next year. Tony said he would like to see how things go with merging road and bridge with the landfill and noxious weed before he is ready to give out raises.
Tron signed the pay wage sheet on Tony for his new position to begin January 1, 2021 from Road and Bridge director to Public Works director.
Pat made a motion to pay Jayme Muncy $37,500.00, give Amy Jo Tharp a $3,000.00 raise and Betty Rosel a $2,000.00 raise beginning January 1, 2021. Joe seconded. Motion carried.
Abated Orders were reviewed and approved by commissioners and given to the County Treasurer; for tax year 2020 number 8 total valuation removed 80 and tax assessed -$13.08.
By motion, the Board adjourned.
