The Board of County Commissioners met in regular session with all members present. Also present were Paul Kitzke, County Attorney; Amy Jo Tharp, County Clerk and RoGlenda Coulter with the Hugoton Hermes. Tron called the meeting to order. Joe moved to approve the minutes of the last meeting. Pat seconded. Motion carried. Pat moved to approve the county vouchers. Joe seconded. Motion carried. The Clerk was instructed to draw warrants on the Treasurer chargeable to the various funds of the county for the following amounts:

Tron discussed the foundation board giving money to the county for radios. He doesn’t understand why the commissioners do not have control of those funds if it’s going toward county aid. He was told the by-laws state the commissioners are not to have any control over those funds for reasons to not allow county officials to have a say on how they are used. Tron then asked why the foundation doesn’t use those funds to build a type of venue for the community to use. Pat said he agreed it would be nice to see something like that take place and tearing down the current 4-H building and building new would be the best place for it. Joe said the county would then have to find someone for the upkeep of the building. Joe also stated he does not believe the foundation should fund the county.
Paul Kitzke told the commissioners they should reach out and speak to other commissioners such as Decatur County, Morton County, Grant County and other counties to see if they feel a community building is a benefit or too costly.
Joe instructed Amy Jo Tharp to have Paula Rowden attend a commissioner meeting prior to eventually hiring a nurse to replace her at the Community Health Department. He said the commissioners should be involved with that decision.
Amy Jo Tharp handed out the county employee longevity list for the commissioner’s approval. She then discussed information about the airport grant and informed them she and Vanessa are working on getting the problem solved.
Amy Jo Tharp handed Paul the spec sheet for the new ambulance to review and approval.
Tony Martin came in and stated Kirkham Michael has been inspecting bridges around April of each year and about five (5) years ago they moved the inspections to January. He said they are planning on moving the bridge inspections to November of this year. Tony convinced Kirkham Michael to lower the bill since the date of inspections is two (2) months sooner than anticipated. The bridges will be inspected again in November, 2021.
Tony checked into ComplianceOne’s merger with another company and said we still need to use them because of a new law in effect pertaining to CDL drivers and drug testing.
Tony said he worked on trying to get the spec sheets for the new graders to be comparable. He is asking for the M series, which will no longer be made as of 2020, and the spec sheets specify anything 2020 or newer. He said at this time with the grader bids, it just needs to be the closest to specs, if any. He would also like to bid on one (1) more machine by the middle or end of 2020. Discussion ensued about the graders as to what would be best for the county and the type of work they will be used for.
Ted Heaton came in and said he received another price estimate for cameras and new security system for the courthouse, including the security buttons in the district court offices. Ted informed the commissioners he needs to know which system to go with and it needs to get done soon.
Tron said a county resident asked if the scales at the asphalt plant could be open and used on the evenings and weekends. Discussion ensued and the commissioners agreed it would not be beneficial for the county as more people will want to use it and someone would have to be employed to man the weigh station.
Ron McFarlane from Murphy Tractor and Equipment Company was in attendance.
Tron called for the grader bid opening at 10:00 AM. One (1) bid was received from Murphy Tractor and Equipment Company.

- $290,450.00 less trade in -$51,000.00 = $239,450.00
Pat made a motion to accept the bid from Murphy Tractor and Equipment Company of the 770G road grader with joystick control. The bid includes eight (8) years of filters and a seven (7) year warranty for a total amount of $290,450.00, less the trade-in value of $51,000.00 equaling $239,450.00. Joe seconded. Motion carried.
By motion, the Board adjourned.
