The Board of County Commissioners met in regular session with all members present. Also present were Paul Kitzke, County Attorney; Amy Jo Tharp, County Clerk and RoGlenda Coulter with the Hugoton Hermes. Tron called the meeting to order. Joe moved to approve the minutes of the last meeting. Pat seconded. Motion carried. Pat moved to approve the county vouchers. Joe seconded. Motion carried. The Clerk was instructed to draw warrants on the Treasurer chargeable to the various funds of the county for the following amounts:

Rex Evans came in and told the commissioners everything is going good and he is going to be purchasing some wood mulch to liven up the flower beds and memorial around the courthouse.
The commissioners reviewed the minutes of the Moscow Senior Center and noted that the foundation board gave them $9,000.00 to help fund their meals and other activities.
Vanessa Willis came in to express her thanks to the commissioners for the raise. She did voice that she felt her position deserved higher pay than what she is getting even after her raise. Tron said by giving only a few officials a raise, the other officials would want more as well and he didn’t know if that would be beneficial for the county. Pat asked Vanessa what she felt her job was worth because there is a budget the commissioners need to balance.
Vanessa said other department heads have come in and requested raises for their employees as well as themselves because of an employee retiring or no longer employed and the commissioners agreed to those raises even when one of the departments was going to hire more people.
Rodney Kelling with Emergency Services came in to ask the commissioners if they had seen the revised spec sheet for the roof at the EMS/Fire building from Paul. Paul said he sent the revised specs to the commissioners. Amy Jo requested a copy be sent to her so she can have information when people ask to turn in bids. The commissioners reviewed the new specs and approved. They set the sealed bid time to be at the next commissioner meeting on May 20th at 10:00 AM.
The commissioners discussed several departments and employees that were going overtime and said employees need to be conscientious of what the policy states regarding max number of hours worked and overtime abuse.
Sheriff Ted Heaton came in and inquired if the commissioners are still needing to give a pickup to the incoming appraiser. The Commissioners confirmed they were going to give a sheriff pickup to the appraiser as it has the amenities she will be needing to complete her job.
Rachel Crane and Loren Seaman with the Stevens County Soil Conservation District came in and requested the budget remain the same. Rachel said they still have learning days at the school and a poster contest among other incentives to keep the public informed.
Tony Martin checked in with the commissioners. Joe asked if Moscow had contacted him for road work and Tony said he has not heard anything yet.
Tony said if the commissioners want to get the stop signs posted along any county roads then Paul would need to do a resolution.
Gary Baughman came in and discussed with the commissioners about the land lease recently bid out. He stated his tractor showed the land he is farming is 38.2 acres and he is being charged for 51 acres. Joe said he needs to go to the FSA and get it marked, once that acreage total is given the county will change the contract to reflect the correct acreage and reimburse him for the overage. Gary said he would go to FSA today and get an acre amount.
Abatement and Added Orders for taxes year 2016 numbers 161-164, year 2017 number 107-110 and year 2018 number 129-134were approved by commissioners and given to the County Treasurer; total valuation added was 10,177 and tax assessed $1,782.24, total valuation removed 10,177 with a relief assessment of $1,828.24.
