The Board of Stevens County Commissioners met in regular session with all members present. Paul Kitzke, County Attorney; Amy Jo Tharp, County Clerk and RoGlenda Coulter with the Hugoton Hermes, was also present. Tron called the meeting to order. Joe moved to approve the minutes of the last meeting. Pat seconded. Motion carried. Pat moved to approve the county vouchers. Joe seconded. Motion carried. The Clerk was instructed to draw warrants on the Treasurer chargeable to the various funds of the county for the following amounts:

Amy Jo gave the commissioners information on the Pioneer Manor indebtedness along with the hospital heating and air.
Pat asked if all the appropriated funds were distributed for the year and Amy explained they paid what was left in cash balances. Some received their entire appropriation and some were short.
Rodney came in and informed the commissioners a group of people from KDHE would be at the fairgrounds today to do mass COVID testing beginning at 10:00 AM. He stated they are doing the saliva test not nasal swab and will be here several different days.
Amy informed the commissioners Rick Wolters inspected the broken window and trim. She received a quote for a Pella window and trim for $3,637.84. The commissioners questioned when the work could be completed and was told she did not have that information at this time.
Tron signed the change order form from Lewis, Hooper and Dick to conduct the single audit for SPARKS funding the county received from the state.
Amy said Susan Schulte is requesting encumbrance for her remaining funds to go toward the postage for GIS and Passports. The commissioners viewed the letter and have tabled it.
Elaine Rowden, Shelby Martin, Will Martin, Phil Gooch and Ted Heaton were present.
The commissioners presented Philip Gooch a gift for ten (10) years with EMS, Shelby Martin for ten (10) years with the Wellness Center. Tammie Peterson was recognized as working for the Sheriff’s department for twenty (20) years.
Amy asked about combining employee benefits back into it’s own fund account. Commissioners said to leave it as it is to keep the Sheriff, Fire and EMS out of the cap.
Amy asked the commissioners if the created position of Public Works Director should come out of Road and Bridge Administration or if a new fund should be created. Amy was directed to ask the auditors the best way to handle the budget portion for the Public Works Director.
Tony Martin said the department had an annual CDL check to make sure all employees had a valid driver license and all was good. He said he had priced forklifts and was told of a place in Garden City which does exceptional work. Since it is closer, parts would be easier to obtain. He has been purchasing chip and seal rock for the roads for next year.
Tony told the commissioners he will be placing an ad in the Hugoton Hermes seeking an employee to work at the landfill. He hasn’t had anyone apply to work at the Road and Bridge or any applications for the landfill.
Federal regulations require road and bridge employees to have mandatory drug testing but nothing in the rules about EMS or Fire employees. Tony asked if the county would save money by foregoing the EMS and Fire employees having drug tests. Paul said it would be fine but if there is an accident with an ambulance or fire truck, it would be better to be able to prove the employee has been required to have drug testing.
Added and Abated Orders were reviewed and approved by commissioners and given to the County Treasurer; for tax year 2020, numbers 9,11,13-19 taxable value –20,113 and tax -$3,731.65 and Added tax year 2020, numbers 10,12 taxable value 1,897 and tax $314.34. Total valuation –18,216 and total tax assessed -$3,417.31
