Agenda: 5:00 PM – Governor’s Kansas Mask Mandate Resolution
5:30 PM – CARES ACT
The Board of County Commissioners met in a special session with all Commissioners present. Also present were; Amy Jo Tharp, County Clerk; Paula Rowden, Community Health Director and RoGlenda Coulter, Hugoton Hermes. Tron called the meeting to order.
Several people were in attendance: Rodney Kelling, Kelsee Burnett, Thea Schnittker, Vanessa Willis, Jan Leonard, Austin Heaton, Todd Gayer, Adrian Howie, Ted Heaton, Ross Sullivan, Lori Rome and Toni Crawford.
Tron asked Paula Rowden’s thoughts on the executive order from the Kansas Governor to mandate masks.
Paula said with Stevens County having less than one percent (1%) positive COVID cases and a one hundred percent (100%) cure rate for the county, she does not feel the masks should be mandated, only voluntary. She did state she would encourage people to wear a mask when out in public.
Pat made a motion to adopt Resolution 20-06, Regarding the Use of Face Masks. This resolution opts out of the Governor’s mandatory face mask executive order. Joe seconded. Motion carried.
Tron asked the people in attendance if they have any information regarding the CARES ACT. Paula said there are several guidelines regarding this grant and she has some ideas she would like to submit.
Adrian Howie said there will be additional bus routes and the schools are still waiting for additional guidelines to opening in August for the school year. He said schools, hospitals and health departments should be first to receive funding.
There was further discussion about the CARES ACT grant.
Joe said he would like to see a task force set up to help direct where the funds should be dispersed. He stated he would like at least five (5) people on this task force. The task force idea was highly accepted by other people in the room and thoughts were it would be very beneficial. Suggestions for the people to be involved in the task force was tabled until July 10th, 2020, after the budget workshop.
Amy Jo suggested the commissioners adopt Resolution 20-07 for Stevens County Coronavirus Relief Fund. She also stated the KAC suggested the commissioners appoint primary and secondary contacts, as well as an authorized signatory person.
The commissioners stated Amy Jo Tharp would be the primary contact and Thea Schnittker be the secondary contact. They appointed Tron Stegman as the authorized Signatory person.
Joe made a motion to adopt the Resolution 20-07 for Stevens County Coronavirus Relief Fund. Pat seconded. Motion carried.
By motion, the Board adjourned.
