Commission Meeting Minutes 7/2/2018

JULY 2, 2018

The Board of County Commissioners met in regular session with all members present.  Also present were Paul Kitzke, County Attorney and Amy Jo Tharp, County Clerk.  Joe called the meeting to order.  Tron moved to approve the county vouchers.  Pat seconded.  Motion carried.  The Clerk was instructed to draw warrants on the Treasurer chargeable to the various funds of the county for the following amounts:

The commissioners were discussing the rumble strips on the Hooker/Moscow road that was recently installed.  There was discussion about adding rumble strips North of Hugoton on Road 13 near the radio tower as there have been several wrecks.  Pat said it would be a good idea due to the numerous accidents and deaths out there.  Paul mentioned that most of those incidents involved texting while driving but felt rumble strips will at least alert people they are coming up on the intersection.

Rodney Kelling with the Emergency Management department came in to inform the commissioners that there was nothing of importance to report.  There has been two (2) fire calls since the burn and firework ban was rescinded.  One (1) fire was due to fireworks, the other fire was due to burning tumbleweeds when the wind shifted.

Pat discussed with the counsel that there is green mold growing on the back of the museum building which will need sandblasted to get rid of it.  He said it would cost about $2,000.00 for the sandblasting and wanted to know if that should be in addition to the other museum work.  Joe and Tron both agreed so there will be less damage in the future.

An abatement request was discussed between the commissioners.  Joe mentioned that if it’s requested for ten (10) years it needs to go through the state.  The county is in charge of rewarding an abatement for five (5) years.  Pat said he would rather not award the abatement for five (5) years because of the county budget situation.  The abatement is tabled for later discussion.

Tony Martin with Road and Bridge came in to inform the commissioners the department will be doing chip and seal beginning Monday for four (4) days to get done.  He also mentioned that a skylight at the shop building broke and they temporarily repaired it with tin and sealant.  He informed the commissioners he is going to ask around about replacing all the skylights.  Pat suggested that the skylights all be removed and tin put in place since there is insulation under them and does not let in any light.

Tony discussed the rumble strips placed at the intersection of Kansas Hwy 51 and Road 20 asking if the commissioners felt the need to reduce speed coming up to the rumble strips.  The commissioners didn’t feel the need to reduce speed or post signs as there is already a “Stop Ahead” sign.  The commissioners asked Tony about putting rumble strips at the intersection of Kansas Hwy 25 and County Road Y.  Tony said the rumble strips for each project takes about one and half (1.5) tons of asphalt material but the plant produces about ten (10) tons to make it worth running.  Paul suggested making a list of county roads that could use rumble strips and either do them all at the same time or if there is a need for asphalt to produce enough for the rumble strips at that time to help cut costs.  Tony said the first chance the department gets to put up rumble strips they will get it done.  Either the intersection of Kansas Hwy 25 and Road Y with left over materials or doing multiple roads, whichever occurs first.

Tony informed the commissioners that one (1) of his employees is still off work due to an injury and he is not sure when he will be returning but they are doing OK with the shortage.  He also stated he hopes the employee makes a full recovery because that person is an asset for the Road and Bridge department.

Tron asked where the county is with the road Robb Heger requested.  Paul said he is still waiting on two (2) people to sign the easements.  One person is in Nebraska and the other party has an attorney in Oklahoma.  Neither have signed yet even though they have given their approval.

Pat brought up the delinquent taxes and agreed with Vanessa about getting people to pay delinquent taxes by the tax sales.  He feels that it helped recently gain the county money that was owed and helps cut down on the cost of taxes for the other tax payers.  The commissioners were all in agreement.

Pat made a motion to opt-in on a class action, in lieu of taxes, at the United States Court of Federal Claims, Kane County, Utah vs. United States, Case Nos. 17-739C and 17-1991C (consolidated), at no cost to the county to opt-in.  Tron seconded.  Motion carried.

Pat made a motion to accept the only bid for concrete work at the Courthouse and Sheriff’s office by Aredondo Masonry Inc, in the total amount of $9,878.50 for 1,507 square feet of concrete, four (4) inches thick and the removal and replacement of concrete in front of the Memorial Hall doors.  Tron seconded.  Motion carried

An Abatement Order for tax number 103 was reviewed and approved by commissioners and given to the County Treasurer; total valuation removed seventy-five (75) with a relief assessment of $15.74.

By motion the Board adjourned.
